B. ALLOCATION PROPOSAL

HCPS-STANDARDS RESOURCE DEVELOPMENT, 12667
1. Purpose
The Hawaii Content and Performance Standards (HCPS) provide the foundation for curriculum, instruction and assessment in the Hawaii public school system. It guides the teaching-learning process in all of the classrooms, grades K-12, and enables all students to become literate, productive citizens of the 21st Century. Providing sustained, focused, high quality curricular, instructional and assessment resources to schools, teachers and principals to enable them to implement standards-based education are critical and require continual system-wide focus and attention.
2. Rationale for Allocation
$11,000 in "B" funds will be allocated to the Office of Curriculum, Instruction and Student Support (OCISS) - Instructional Services Branch, Languages Section, ORG ID 029000. These funds were originally allocated as "A1" funds to ORG ID 029000. These funds will be used to develop a variety of high quality resources and/or tools to ensure the consistent and systemic implementation of the Hawaii Content and Performance Standards. The needs to be addressed include the development/refinement and publication of guides, brochures and staff development materials on the HCPS III, standards-based education, standards-based report card, standards-based curriculum (ACCN), HCPS - based recommended textbooks and program lists and other support services related to the implementation of the HCPS III.
3. Guidelines for Implementation
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law. Funds may be used to pay for costs related to the development of resources to support the implementation of HCPS III including inter-island travel, per diem or travel subsidy, use of facilities, materials production, and the purchase of instructional materials, equipment and supplies.
