B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
ADVANCED PLACEMENT FEE PAYMENT PROG FY05, 13042
1. Purpose
To improve educational opportunities and increase achievement for low-income students by helping to defray a portion of their Advanced Placement (A.P.) test fees.
2. Rationale for Allocation
$17,980 in "T" funds is allocated to OCISS, ISB, ORG. ID. 041000 for the implementation of the program.
$2,020 in "T" funds is allocated to OBS, Accounting Section, ORG. ID. 899000 for indirect costs associated with the program.
3. Guidelines for Implementation
Using the current fee schedule of $82.00 per examination, the Educational Testing Service (ETS) will continue to reduce the fees by $22.00 per exam to students eligible under its criteria. The school is expected to forego its $8.00 administration fee per exam for ETS eligible students. Additionally, this grant will reimburse students, who qualify under the Free and Reduced Lunch Program criteria, $47.00 per examination. In most cases, where students are eligible under both the ETS and Free/Reduced Lunch criteria, their out-of-pocket cost is $5.00 per examination.
Through a Letter of Agreement between the College Board and the State of Hawaii:
1) The terms of the Letter of Agreement are applicable to the 2004-05 Advanced Placement examination administration only.
2) The College Board will process the State of Hawaii's purchase order; create special remittance instructions for the school AP Coordinators in the State of Hawaii; bill the State of Hawaii directly in July 2005 for the total fee-reduced examinations, at $47 each for exams taken by students eligible for the College Board's fee reduction, as indicated on the AP Remittance Form completed by the school's AP Coordinator. The State of Hawaii will be billed only for the examinations actually used.
3) The College Board will provide overall performance and sub-group distribution data for the low-income students whose answer sheets were identified by the school's AP coordinator.
4) The State of Hawaii will accept billing directly by ETS for the College Board's Advanced Placement Program, first in July 2005 and then monthly to reconcile errors and/or late submissions.
5) The State will remit payment no less than 90% of the July 2005 invoice by October 15, 2005 and 100% of the October 2005 invoice by December 15, 2005.
6) The State of Hawaii will be subject to a 1% penalty of the October 2005 invoice if the October 2005 invoice is not paid by December 15, 2005. Payments may be submitted by using either a mail carrier service that provides a tracking number, or through electronic account transfer payable to "The College Board." Payments submitted via mail carrier service should be addressed to Deborah Stolting, The College Board, 45 Columbus Avenue, New York, N.Y. 10023.
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement law.
