CNCS-LEARN AND SERVE AMERICA, 13114

1. Purpose
The purpose of the Learn and Serve America K-12 program is to promote service learning as an educational strategy which enables students to learn through service. Service learning promotes both academic as well as service goals. It is a method by which students learn and develop through active participation in organized experiences that meet community needs. The experiences are coordinated in a collaborative effort between the school and the larger community. The focus of this funding cycle is to link history, civics, and service. School activities should assist students in meeting social studies standards in history and civics and provide opportunities for students to engage in community service.

2. Rationale for Allocation
A total of $12,660 in "T" funds will be allocated to Hokulani Elementary ($6,330) and Puohala Elementary ($6,330) Schools for professional development and capacity-building activities to promote, strengthen, and implement service learning programs which are integrated into the academic curriculum.

3. Guidelines for Implementation
Funds are to be used to support the implementation of professional development and capacity-building activities that strengthen the understanding of, foster ownership for, and develop positive values toward service learning. Hokulani Elementary and Puohala Elementary Schools' staffs will share their understanding of service learning with their complex area schools through informal discussion or workshop settings.

Funds may be used to cover instructional and curriculum materials, substitute teacher hire, registration fees for statewide and national service learning conferences and workshops, out-of-state travel to attend the National Youth Leadership Council Service Learning Conference, per diem, air and ground transportation, project kits and supplies, reference books, T-shirts and caps for identification purposes, project logo materials for capacity building, and other related items. There will be NO equipment purchases at the school level.

Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and State procurement laws. All unobligated funds remaining at the school level at the end of the funding period will be returned to OCISS, Instructional Services Branch to be expended or reallocated in accordance with departmental procedures. Learn and Serve America funds may only be used to supplement General funds. Deficit spending for the fiscal year is prohibited. There shall be no expenditure of funds in excess of allotments. Matching funds or in-kind contributions of at least 100% will be provided by the schools.

This allocation is for the funding period ending June 30, 2005.
