B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
CNCS-LEARN AND SERVE AMERICA, 13114
1. Purpose
The purpose of the Learn and Serve America K-12 program is to promote service learning as an educational strategy which enables students to learn through service. Service learning promotes both academic as well as service goals. It is a method by which students learn and develop through active participation in organized experiences that meet community needs. The experiences are coordinated in a collaborative effort between the school and the larger community. The focus of the grant program is to link history, civics, and service. Grant projects should assist students in meeting social studies standards in history and civics and provide opportunities for students to engage in community service. Funds received by the Hawaii Department of Education are subgranted to selected schools on a competitive basis and are used as seed or start-up money to develop and implement service learning programs which are integrated into the academic curriculum.
The grant-funding period is from January 2005 through June 2006. Project schools will receive 50% of the grant amount the first year. The balance will be allocated to project schools upon successful implementation of project activities in the first year, completion of required progress reports, and the appropriation of funds from the Corporation for National and Community Service (CNCS) to the State for school year 2005-06.
2. Rationale for Allocation
a. A total of $25,751 in "T" funds is allocated among seven schools (Hana High and Elementary, Hokulani Elementary, Kapolei High, Kilohana Elementary, Lokelani Intermediate, Wahiawa Middle, and Waiakea Intermediate Schools) that applied for and whose projects were selected to implement service learning projects and activities as part of their curriculum and instruction.
b. A total of $40,213 in "T" funds is allocated to the OCISS, Instructional Services Branch, Arts, Sciences and Technology Section, ORG. ID. 534000 for professional development activities; capacity-building activities; administration, monitoring, and evaluation of the Learn and Serve America Program; and for future subgrants to interested schools which apply for funding or to conduct service-learning implementation activities across the state.
c. A total of $3,298 in "T" funds is allocated to the OBS, Accounting Section, ORG. ID. 899000 for indirect cost.
3. Guidelines for Implementation
a. School funds (2a above) are to support the implementation of approved projects in the Learn and Serve Hawaii Mini-Grant Award Program. This allocation is for the funding period from January 2005 through June 30, 2006. Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement laws. All unobligated funds remaining at the school level at the end of the 2005 school year may be carried over to FY 2005-06.
Project schools may NOT change the scope, purpose, objective(s), major activities, or categories of funds unless a written request to amend the project is forwarded and approved by the OCISS Learn and Serve America Program Specialist. Learn and Serve America funds may only be used to supplement General funds. Deficit spending for the fiscal period is prohibited. There shall be no expenditure of funds in excess of allotments. Matching funds or in-kind contributions of at least 100% will be provided by the schools. The schools are required to provide information on matching or in-kind contributions made in support of the Learn and Serve America Project.
All Learn and Serve America subgrantees must submit an electronic report to CNCS and a year-end report to OCISS, Instructional Services Branch. Schools failing to submit the final report will be considered non-compliant and may be asked to return all project funds.
Funds may be used to cover instructional materials, curriculum materials, temporary contracts, substitute teacher hire, gas purchases, honoraria, project materials and supplies, service materials and supplies, ground and air transportation, admission fees, conference fees, registration fees, per diem, and food/refreshment costs, as reflected in the approved subgrantee's application proposal. Food/refreshment costs shall not exceed 5% of the total requested funds in the subgrantee's application proposal. NO equipment purchases are allowed in school projects.
b. Funds allocated to OCISS, Instructional Services Branch (2b above) are to support the implementation of the Learn and Serve Program. Funds may be used for personnel hire, instructor fees, honoraria, per diem, air and ground transportation, substitute teacher hire, stipends, parking, lodging, facilities use, equipment rental, meals, food items, refreshments, gas purchases, protocol items (leis, cups, and ho'okupu), duplication services, film processing, workshop supplies, conference and registration fees, admission fees, video production, personnel services contracts, curriculum materials, t-shirts and caps for identification purposes, web/internet equipment and maintenance service fees, and other related expenses.
