B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
MOLOKAI UPLINK PROGRAM FY05, 13055
1. Purpose
To provide for the development of an activity-based program that will proactively prevent middle school students from engaging in risky behaviors during the late afternoons when schools are not in session.
2. Rationale for Allocation
Per the Agreement for FY 2005 with the Department of Human Services (DHS) for the Middle School After-School Program - Uniting Peer Learning, Integrating New Knowledge (UPLINK).
3. Guidelines for Implementation
The Agreement with DHS provides funding for the Molokai Middle School After-School Program - UPLINK aimed at reducing risky behaviors, including teem pregnancy prevention. Funds to be used for salaries, fringe benefits, supplies and materials, bus transportation, inter-island trips, and refreshments.
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law.
The Agreement is for the period October 25, 2004 to June 30, 2005, unless extended or sooner terminated.
The Agreement may be extended for two additional 12-month periods not to exceed June 30, 2007. The Agreement price may be adjusted at the beginning of each extension period and is subject to appropriation and availability of funds.
4. Allocation of Resources
Funds are allocated in character "T" as follows:
