B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
OYS-LANAKILA LEARNING CENTER FY04, 13057
1. Purpose
To provide for an Alternative Day and Evening Services (ADES) program for at-risk youth who are in need of comprehensive, structured, and intensive day and/or evening services to help improve their functioning in the community.
2. Rationale for Allocation
Allocation represents transfer of funds to second year Program ID (from 13057 to 13058). Allocation per agreement with Dept. of Human Svcs, Office of Youth Services (OYS). Agreement # DHS-04-OYS-1633 dated December 8, 2003. Term of agreement: 7/1/03 to 6/30/05. Funding to be split into two separate years as follows:
Program ID 13057, OYS-Lanakila Learning Center FY04 - Period 7/1/03 to 6/30/04 $177,726
Program ID 13058, OYS-Lanakila Learning Center FY05 - Period 7/1/04 to 6/30/05 $177,726
3. Guidelines for Implementation
Lanakila Learning Center - OYS is administered by Hilo High School per Agreement No. DHS-04-OYS-1633 with DHS.
Funds are to be expended per the Agreement.
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law.
4. Allocation of Resources
$157,863 from Hilo High School, Org. ID 355000 is to be transferred to Program ID 13058, OYS-Lanakila Learning Center FY05.
$19,863 from OBS-Accounting, Org ID 899000 is to be transferred to Program ID 13058, OYS-Lanakila Learning Center FY05, for indirect costs.
