B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
PREGNANT/PARENTING PROGRAM, 12641
1. Purpose
The Pregnant/Parenting Teen Program is a part of the Comprehensive Student Support System (CSSS) and is a Level 3 program in the Array of Services. Along with CSSS, it addresses the Department of Education's Health and Career and Life Skills Content Standards, and the No Child Left Behind (NCLB) goals by providing students with comprehensive, coordinated, integrated, and customized supports that are accessible, timely, and strength-based so that these students can achieve in school.
This specific program is designed to enable the pregnant and parenting teen students to:
a) complete their high school education;
b) become better informed parents; and
c) learn the skills that will help them to become economically independent adults.
In addition, this program will assist in minimizing the number of students who leave school following the onset of pregnancy, birth of a child, and/or becoming a parent.
2. Rationale for Allocation
a) Personal Services
The sum of $1,014,234 in "A" funds is allocated to the Central Salary Account, ORG. ID. 468000 for Pregnant and Parenting Teacher positions. Positions are allocated based on a three-year average number of pregnant teens, teen mothers, and teen fathers identified and provided with services.
b) Other Personal Services
"A1" funds ($69,868) have been allocated for part-time teachers (PTTs) based on the number of pregnant teens, teen mothers, and teen fathers identified and being provided services at the public high schools. Schools where there is an on-or-near campus child care program have received a PTT position to assist with this program. High Schools receiving these funds are: Farrington, Waianae, Hilo, and Kau.
3. Guidelines for Implementation
a) Positions must be used to address the needs of pregnant and parenting teens so these students can complete high school and graduate. A variety of pregnant/parenting programs to meet the diverse needs of these students will be made available to them.
b) Positions may also be used for pregnant and parenting teen programs that are integrated with the regular school program or fully/partially self-contained.
c) A certificated teacher with experience in family and consumer sciences or counseling and guidance should be employed for this program.
d) It is suggested that a regular full-time teacher position should provide four periods of TS05 Graduation, Reality, and Dual-Role Skills (GRADS) instruction to pregnant and parenting teens, along with two periods of case management and coordination of services, to ensure services are available to these students. Half-time regular teacher positions should provide two periods of GRADS instruction and one period of case management and coordination services. These teachers must be highly qualified in their core-content area(s).
e) Teachers in this program are responsible for the case management, data collection, home-hospital visitations, assistance with health and social services needed by the students, and overall management of the pregnant and parenting teen program. Teachers will ensure that each student's academic schedules meet the graduation requirements of the Department of Education (DOE) and will address the high standards and proficiency in reading/language arts and mathematics necessary to compete in today's society. Parents/guardians of these students will be encouraged to participate in conferences/meetings with school personnel on a regular basis.
f) It is preferred that part-time teachers with experience in family and consumer sciences or counseling and guidance be employed to assist in the instruction of the Graduation, Reality, and Dual-Role (GRADS) course.
g) In expending these funds, schools should give priority to direct instructional services, and maximize use of resources so that as many pregnant and parenting teens as possible can be accommodated.
h) One 0.50 FTE position has been provided to Kalani High School and is to be shared with Kaiser High School to address the needs of the pregnant and parenting teens.
