SCIENCE EDUCATION, 12652

1. Purpose

To accommodate an increase in secondary school science courses due to the Board of Education's actions to increase science credit requirements for promotion and graduation.


2. Rationale for Allocation

$242,000 is being allocated to secondary schools based on the percentage of grade 6-12 students, including special education students. Schools having grade 6 in an elementary school configuration will be included. All schools are being allocated a minimum of $50.00, regardless of school size.


3. Guidelines for Implementation

a. These funds are to be used to provide additional laboratory supplies to accommodate the increase in enrollment in secondary science courses due to the increase in middle level promotion and high school graduation credit requirements.

b. Schools are advised to develop a plan for assessing and prioritizing school-level needs, and for establishing purchase and distribution procedures. Due consideration should be given to purchases supporting science laboratory activities which enable students to meet State Science Content Standards (HCPS II).

c. All purchases should supplement and not supplant existing funding for science laboratory supplies. Should basic science laboratory needs be met, then funds may be used to purchase laboratory supplies for courses that are science-equivalent or to purchase mathematics manipulatives.

d. Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law. Deficit spending for the fiscal period is prohibited. There shall be no expenditure of funds in excess of allotments. Careful monitoring of expenditures is the responsibility of the school.

e. The school is required to provide financial data (documentation of how Science Education funds were expended), and any relevant data included in the report format which will be sent to schools. This report will be due August 31, 2005 to Kathleen Nishimura, OCISS Instructional Services Branch, 475 22nd Avenue, Room 116, Honolulu, HI 96816.
