B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
HCPS-SCHOOL ACCOUNTABILITY, 12666
1. Purpose
To provide funding for the development and implementation of a statewide school accountability program as required by Act 238, SLH 2000, and amended by Act 51, SLH 2004, as part of a comprehensive educational accountability system for Hawaii's public education system.
2. Rationale for Allocation
The current allocation of $430,875 is needed to develop basic infrastructure elements that support school accountability functions as required by statute and policy mandates. Elements and activities fundamental to the program include data collection, data verification, database development and management, data analysis and report preparation. Critical to the accomplishment of these basic program activities are support activities related to training, and system monitoring and improvement.
Major tasks include preparing and maintaining databases, and developing and preparing accountability analyses and reports to comply with both state and federal regulations. Funds are to be used for developing educational indicators and indices, reviewing and validating source data, training, contractual services, materials and printing, software application development, and web server support.
3. Guidelines for Implementation
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement law.
