FRP 12-SERVICE TESTING/MONITORING, 15188

1. Purpose
The purposes of the Continuous Integrated Monitoring and Improvement Process are:
1. To identify, promote, and support best program practices.
2. To ensure program effectiveness.
3. To enforce legal requirements and measure results of corrective actions.

2. Rationale for Allocation
The Continuous Integrated Monitoring and Improvement Process is an integral component of the Special Education Section's plan for system improvement and accountability. It provides important support in the departmental activities to ensure sustainability of the extensive organizational development and systems change efforts to achieve compliance with the provisions of the Felix Consent Decree. The Individuals with Disabilities Education Act (IDEA) requires that each State Education Agency carry out oversight responsibility to assure that all students with disabilities are receiving a free appropriate public education in the least restrictive environment. While compliance with the rules and regulations is necessary, ensuring quality programs for students with disabilities is also essential. A continuous multifaceted improvement monitoring process is important because it provides the management information necessary to ensure system performance and student achievement.

3. Guidelines for Implementation
The purpose of the Continuous Integrated Monitoring and Improvement Process is to provide meaningful data necessary to implement substantive program changes resulting in improved results for students. This system has the following characteristics: continuity, effective balance between process and improved results, partnerships with stakeholders, linkage with other state accountability efforts, data driven, multiple procedures, and technical assistance and support.
