B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
REPAIR MAINTENANCE PROJECT, 37995
1. Purpose
To provide funding for the repairs and maintenance of public school buildings and grounds.
2. Rationale for Allocation
$6,505,006 has been allocated to fund the school facility repair and maintenance program activities. A portion of these funds will be delegated to the Department of Accounting and General Services, to fund various repair and maintenance activities and projects as agreed upon by a Memorandum of Understanding between the Department of Education and the Department of Accounting and General Services for FY05. The remaining funds will be expended by the Operations and Maintenance Section to meet school repair and maintenance program objectives.
3. Guidelines for Implementation
This allocation will be used to fund various school repair and maintenance activities including hiring consultants and contractors for repair and maintenance construction projects; emergency repair projects for school facilities and grounds; materials, equipment, and supplies used for buildings and grounds repair projects; service and maintenance contracts to support school facilities, grounds, and related infrastructure; and activities to support the school repair and maintenance program, including the hiring of consultant services for planning purposes; inter-island travel to support repair and maintenance activities statewide; and administrative costs related to the school repairs and maintenance program. This allocation may also be used to purchase personal safety supplies for employees as agreed to by their respective collective bargaining contracts.
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement law.
