STUDENT TRANSPORTATION, 19097

1. Purpose
To provide student transportation services to eligible regular and special education students and to continue operating the Student Transportation Services program in FY 2004-2005.

2. Rationale for Allocation
All funds are centrally located in the Student Transportation Services Branch, Office of Business Services. This enables the most efficient, cost effective management of the program in terms of contracts, expenditures, and program delivery.

Fiscal year 2004-05 start-up funds in the amount of $2,000,000 is being provided as approved by the Board of Education on May 6, 2004.

3. Guidelines for Implementation
Funds will be expended in accordance with the following: IDEA, Section 504; Section 286-181, HRS; Section 302A-406, HRS; HAR Title 8, Chapters 27, 28, 53 and 56; HAR Title 19, Chapter 143; and contractual agreements between the State of Hawaii and various School Bus Contractors.
