B. ALLOCATION PROPOSAL
GENERAL FUND ALLOCATIONS ARE TENTATIVE. THE AMOUNTS ALLOCATED MAY BE REDUCED BY EXECUTIVE RESTRICTIONS AND/OR INTERNAL REDUCTIONS.
EXTENDED SCHOOL YEAR, 17351
1. Purpose
To provide educational programs and support services to meet the needs of students eligible for Extended School Year (ESY) as determined by their Individualized Education Program (IEP).
2. Rationale for Allocation
This amount ($2,079,161) represents 75% of the allocation.
The allocation of funds is based on the December 1, 2003 child count. The funds are to be used to provide for the costs of teachers, educational assistants (EA), casual clerical and custodial services, and for materials and supplies:
a. Teachers and EAs are to be hired to meet the needs of ESY eligible students. The hiring of and compensation for teachers and EAs are to be completed in accordance with personnel procedures for summer part-time employment.
b. Districts are to employ casual part-time clerical and casual part-time custodial services to ensure that necessary support services to operate their ESY summer programs are available.
c. Funds for materials and supplies that support services required by students' IEPs are also available.
PLEASE NOTE: Funds are no longer available for the hiring of directors and Districts should utilize existing 12-month district resource teachers to staff director positions.
3. Guidelines for Implementation
Guidelines for implementation are as follows:
a. Instruction for ESY students is to be delivered in accordance with their IEPs.
b. If Districts are able to meet the needs of their ESY students, support to non-ESY special education students may be provided by teachers who may be used to teach non-ESY special education students.
c. Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law.
PLEASE NOTE: The State Special Education Section is NOT holding any reserves and Districts are responsible for their deficits, if any are incurred.
