LEARN AND SERVE-AMERICA FY03, 13113

1. Purpose
This is a subsequent allocation. The purpose of the Learn and Serve America K-12 Program is to promote service learning as an educational strategy which enables students to learn through service. Service Learning promotes both academic as well as service goals. It is a method by which students learn and develop through active participation in organized experiences that meet community needs.

Additional funding is being allocated to Kapaa Middle School to provide professional development opportunities for classroom teachers.

2. Rationale for Allocation
$2,575 is being allocated to Kapaa Middle School for project teachers to attend the 14th Annual National Service Learning Conference in Minneapolis from April 23-26, 2003.

3. Guidelines for Implementation
a. Funds will be used for air and ground transportation, per diem, registration fee, and substitute teacher hire, as appropriate to attend the 14th Annual National Service Learning Conference in Minneapolis from April 23-26, 2003. The maximum funds allowed per teacher is $2,575.

b. Should the total cost of the out-of-state travel to attend the 14th Annual National Service Learning Conference be more than $2,575 per person, the excess charges will be covered by the project school.

c. Project schools are responsible for making travel arrangements for conference attendee. Schools are also responsible for submitting appropriate travel request and travel completion forms. Participating teachers are responsible for submitting their registration forms. All costs for conference participation will be covered by the project schools.

d. Any balance to the allocated funds after the National Service Learning Conference will be spent by project teachers on classroom supplies to implement service learning in their classroom.

e. Conference attendees will submit a reflection paper to share what they learned at the conference by the end of May 2003. They will also submit a plan to conduct a service learning workshop for interested teachers in their complex in school year 2003-04. The plan should include tentative date of workshop, tentative agenda, and possible workshop evaluation form.

f. Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide", personnel rules and regulations, and procurement laws.

g. Funds must be expended by June 30, 2003.
