B. ALLOCATION PROPOSAL

OYS-LANAKILA LEARNING CENTER FY03, 13027

1. Purpose
To provide necessary services per the Juvenile Justice and Delinquency Prevention Act of 1974, as amended; by the Challenge Grant Program, CFDA #16.549.

2. Rationale for Allocation
Per the Memorandum of Agreement (MOA) between the Department of Human Services, Office of Youth Services and the Department of Education, Hilo High School.

3. Guidelines for Implementation
Lanakila Learning Center - OYS is administered by Hilo High School per Agreement No. DHS-01-OYS-9163 with DHS.

Funds are to be expended per the Agreeement.

Funds are to be expended in accordance with the guidelines found in the "FMS User Policy and Process Flow Guide," personnel rules and regulations, and procurement law.

4. Allocation of Resources
