B. ALLOCATION PROPOSAL
PREPARING FOR THE DRUG FREE YRS-DOH FY00, 13000
1. Purpose
To promote effective responsible family development and to help parents prepare their fourth to seventh grade children for healthy, drug free teenage years by developing family unity, and the teaching of skills to resist peer pressure and risky behavior. This program is within the scope of Comprehensive Student Support Services Indicator #4 (Family Participation and Involvement), and the Board of Education's Policy (Statute #2403) on Family Involvement that supports students in their efforts to attain the content standards.
2. Rationale for Allocation
Through a Memorandum of Agreement (MOA) with the Department of Health, funds are allocated to OCISS/Student Support Services Branch, Family Support Services to conduct 45 family strengthening workshop cycles state-wide using the curriculum developed by Dr. David Hawkins entitled "Preparing for the Drug Free Years" (PDFY).
$108,011 is allocated to OCISS/SSSB, Family Support Services (Org. ID 032) to implement the PDFY curriculum.
3. Guidelines for Implementation
a. Funds shall be used to implement the PDFY curriculum as outlined in the MOA between the Department of Health and the Department of Education.
b. Funds may be used for program expenses such as telephones, office supplies, equipment, car mileage, subsistence costs, air and car travel, meeting and training costs, workshops and conference registration fees, the development and printing of programs materials, monitoring and evaluation expenses, personal services contracts, custodial costs and child care costs.
c. Funds may be used for out-of-state travel to attend appropriate family support conferences and substance abuse prevention conferences that benefit the program goals.
d. Funds may be used for light refreshments for Parent and Children training sessions.
e. Funds may be used to contract other organizations to provide training and other services as permitted in the MOA with the Department of Health.
f. Computerized reports and evaluations as required by Department of Health shall be adhered to.
g. Funds may be used to implement the program at businesses, community organizations and private schools.
4. Allocation of Resources
$2,317 of indirect costs will be assessed at the state level (OCISS/SSSB Family Support Services) to ORG ID 899.
