B. ALLOCATION PROPOSAL
HCPS-STANDARDS RESOURCE DEVELOPMENT, 12667
1. Purpose
The Hawaii Content and Performance Standards (HCPS) provide the foundation for curriculum, instruction and assessment in the Hawaii public school system. It guides the teaching-learning process in all of the classrooms, grades K-12, and enables all students to become literate, productive citizens of the 21st century. Providing sustained, focused, high quality curricular, instructional and assessment resources to schools, teachers and principals to enable them to implement standards-based education are critical and require continual system-wide focus and attention.
2. Rationale for Allocation
Funds will be allocated to the Office of Curriculum, Instruction and Student Support Assistant Superintendent’s office which will sub-allocate funds to the various OCISS branches and Department of Education offices involved in the development of a variety of high quality HCPS-based resources/tools to ensure their consistent and systemic implementation. The needs to be addressed are: 1) development/refinement and publication of the HCPS II content area Instructional Guides, Scope and Sequence, grade-level/course performance indicators and Curriculum Guides, 2) development of integrated standards-based training modules for each content area and a variety of effective instructional and assessment strategies, 3) development of a variety of staff development delivery models (online, video, teleschool) to ensure that geographic location is not a barrier to accessing quality staff development opportunities by teachers and administrators, and 4) development of a comprehensive web-based site which provides all of the content area standards, standards-based tools, and review of a variety of curricula and programs which have been assessed for their degree of coherency with the content area standards. Allocation amounts to the OCISS branches and offices will be based on approved action plans.
3. Guidelines for Implementation
Funds are to be expended by the OCISS Assistant Superintendent’s office and other offices in accordance with the guidelines in the FMS User Policy and Process Flow Guide and procurement laws. Funds may be used to pay for a 1.00 FTE temporary Educational Specialist position for OCISS, consultant contracts, temporary employee contracts, memorandum of agreements and all related resource development costs such as stipends, substitute teachers, inter-island travel, per diem or travel subsidy, use of facilities, materials production, and the purchase of instructional materials, equipment and supplies
4. Allocation of Resources
Funds of $58,010 for 1.00 FTE Temporary Educational Specialist position to be allocated to ORG ID 024000, Office of Curriculum, Instruction and Student Support, Instructional Services Branch, along with $200,000 for temporary employee contracts, stipends and substitute teacher costs and $150,000 for supplies, inter-island travel, per diem/travel subsidy, use of facilities, materials production and the purchase of instructional materials, equipment and supplies.
Funds of $12,670 for the development of a HCPS-based report card is allocated to ORG ID 004000, Planning and Evaluation Branch
Balance of funds, $634,251 is allocated to ORG ID 023000, OCISS, Asst. Superintendent’s office. Offices/branches will receive partial allocation. Upon review of progress report submitted on 12/31/02, funds required to implement remaining and/or new activities which are congruent with the office’s/branch’s action plan will be allocated by 1/31/03.
