HCPS-SCHOOL ACCOUNTABILITY, 12666

1. Purpose
To provide funding for planning and development of a statewide school accountability program, as required by Act 238, Session Laws of Hawaii 2000, and the 2001 reauthorization of the federal Elementary and Secondary Education Act (NCLB2001) as part of a comprehensive educational accountability system for Hawaii's public education system.

2. Rationale for Allocation
The current allocations of $124,823 under Other Personal Services (A1 funds) and $245,156 under Other Current Expenses (B funds) are needed to complete research and development and to initiate implementation of basic infrastructure to support school accountability functions. Elements and activities fundamental to the program include data acquisition and management for mandatory reporting requirements under NCLB2001; training for school accountability review panels and for school accountability assistance support, communication, and public engagement requirements; system monitoring and improvement; and development and implementation of analysis/reporting systems.

Funds are to be used for materials and printing/distribution; training: communication and public engagement tasks (e.g., video production, brochures, newspaper ad space); school improvement and accountability assistance; contractual services; travel; coordination of school accountability review panels and school accountability assistance team/support; software application development; and installation and troubleshooting of a special database management monitoring system.

3. Guidelines for Implementation
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement law.

4. Allocation of Resources
School Accountability Program administered by the Evaluation Section of the Planning and Evaluation Office.
