B. ALLOCATION PROPOSAL
CLASS SIZE REDUCTION, 15103
1. Purpose
Teacher staffing allocations should accommodate a 20 to 1 statewide average K-2 class size ratio. A class size relief program is also recognized for combination classes in Grades 3 through 6.
2. Rationale for Allocation
For class size reduction purposes, K-2 classes exceeding 22 students (23-28) should have the assistance of an educational assistant or part-time teacher.
3. Guidelines for Implementation
Where possible, each school is expected to provide a K-2 class size reduction program within its formula allocation.
4. Allocation of Resources
K-2 classes should be established as self-contained except where facilities and unusual enrollment call for combining classrooms/grades.
