B. ALLOCATION PROPOSAL
BASIC NEEDS, 15110
1. Purpose
This is the heart of the Department's instructional program. Included are instruction in language arts, mathematics, physical education, health education, science, social studies, art, music, guidance, foreign language, practical arts, and vocational education. The program encompasses basic instruction for all regular students and mainstreamed special education students in all regular schools from kindergarten through grade 12. Students in grades K-2 are specially targeted for legislatively approved class size reduction program.
2. Rationale for Allocation
Position allocations for regular on-ratio teachers are based on district wide enrollment totals except for K-2 students. The allocation of K-2 teacher positions is based on grade-by-grade, school-by-school enrollment. Enrollment totals incorporate the mainstreaming effect of special education students.
3. Guidelines for Implementation
Enrollment variances between projected and official student enrollments are considered in adjusting school position allocations and student-teacher assignments.
4. Allocation of Resources
Grades K-2: Allocations are based on grade-by-grade and school-by-school enrollment. The allocation formula is based on a 20:1 student to teacher ratio.
Grades 3-12: Allocation based on statewide enrollment totals. The statewide allocation is based on a 26.15:1 student to teacher ratio.
Total regular education teacher allocation is 7410 including 789 Article VI teachers. The specific allocations by districts are to be determined when final official enrollment counts are received.
Although official student enrollment counts have been received, districts are still making changes in their allocations to meet unanticipated changes. A separate spreadsheet will be forwarded.
