B. ALLOCATION PROPOSAL
LEARN AND SERVE-AMERICA FY03, 13113
1. Purpose
The purpose of the Learn and Serve America K-12 program is to promote service learning as an educational strategy which enables students to learn through service. Service learning promotes both academic as well as service goals. It is a method by which students learn and develop through active participation in organized experiences that meet community needs. The experiences are coordinated in a collaborative effort between the school and the larger community. Funds received by the Hawaii Department of Education are subgranted to selected schools on a competitive basis and are used as seed or start-up money to develop and implement service learning programs, which are integrated into the academic curriculum. Subgrants are provided up to a maximum of $4,000 per project. Projects may receive funding for up to three years, but must reapply for funding each year.
2. Rationale for Allocation
a. $17,078 is allocated to eight schools that applied for and have been approved for funding to implement service learning projects and activities as part of their curriculum and instruction.
b. $46,052 is allocated to OCISS Instructional Services Branch for professional development activities, capacity building activities, for administrating, monitoring, and evaluating the Learn and Serve America Program, and for future subgranting to other schools which apply for funding or to conduct service-learning implementation activities across the State.
c. $3,395 is allocated to OBS Accounting Section for indirect cost.
3. Guidelines for Implementation
a. This allocation is for the funding period ending June 30, 2003. All unobligated funds remaining at the school level will be returned to OCISS Instructional Services Branch to be expended or reallocated in accordance with departmental procedures.
b. Learn and Serve America funds may only be used to "supplement not supplant" funds from non-federal sources.
c. Project schools may NOT change the scope, purpose, or objective(s) unless a request to amend the project is forwarded to and approved by the OCISS Instructional Services Branch Administrator. Amendment requests to extend the project, change major activities, or change categories of funds may be submitted for approval to the Learn and Serve America Educational Specialist.
d. Deficit spending for the fiscal year is prohibited. There shall be no expenditure of funds in excess of allotments.
e. All Learn and Serve America subgrants must submit a progress report that is due at the end of February 2003, and submit an evaluation report that is due at the end of June 2003 to OCISS Instructional Services Branch. Schools failing to submit progress report will be considered in non-compliance and may be asked to return all project funds.
f. If approved in the subgrantee's application, funds may be used to cover instructional materials, temporary contracts, honoraria, project supplies, bus transportation, admission fees, and food/refreshment costs. Food/refreshment costs shall not exceed 5% of the total subgrant requested budget from Learn and Serve America.
g. No equipment purchases are allowed in the school projects.
