B. ALLOCATION PROPOSAL
WATER QUALITY MONITORING FY03, 13024
1. Purpose
The purpose of the Water Quality Monitoring Program is to design and implement a teacher development program through which teachers will learn how to assist students in achieving selected content standards as well as deepening understanding of non-point source pollution and fostering environmental stewardship or the responsible, action-oriented behaviors in students to reduce non-point source pollution. The three major objectives to help achieve this purpose are: 1) develop and implement a watershed training program that will improve teacher's understanding of non-point source pollution and strengthen their skills in teaching environmental stewardship, including critical thinking, inquiry, decision making, and problem solving; 2) establish an environmental education network system to support classroom teachers; and 3) establish or strengthen partnerships with governmental agencies and community organizations dealing with water studies.
2. Rationale for Allocation
a. $149,677 is allocated to OCI, Arts, Sciences & Technology Section, for design and implementation of professional development activities, development of an environmental education networking system, and establishment of governmental and community agencies partnerships.
b. $14,369 is allocated to OBS, Accounting Section for indirect cost.
3. Guidelines for Implementation
This allocation is for the funding period ending June 30, 2004. Funds may be used for TSEA, stipends, inter-island travel, out-of-state travel, facilities use and rental, equipment rentals and purchases, meals, refreshments, workshop supplies, honoraria, teacher salary, ground transportation, per diems, lodging, leis, networking supplies and resources, networking equipment, project t-shirts for identification purposes, and student activities, includinig field investigation and student symposia.
