B. ALLOCATION PROPOSAL
ELECTRICITY, 37326
1. Purpose
To provide funding for electricity for the schools for FY 2002-2003.
2. Rationale for Allocation
The total amount of $40,000 is being allocated to the Operations and Maintenance Section of the Office of Business Services to pay school electricity bills.
3. Guidelines for Implementation
A. School electricity costs - The utility company will sum up the monthly electricity costs of the schools and submit the bills to the Operations and Maintenance Section for payment.
B. District Office electricity costs - Some district offices or adult community schools are currently using school facilities. For example, the Honolulu District Office is housed at Wilson Elementary School. For these district offices or adult community schools, the utility company will also submit their electricity bills to the Operations and Maintenance Section for payment.
C. Use of School Facilities rental funds - The schools should deposit the portion of the rental moneys for electricity costs for the use of school facilities to the school electricity account. The Accounting Section will collect the moneys from the school electricity account and use it to pay the electricity bills.
D. Energy conservation program - It is necessary for schools to continue to implement a stringent energy conservation program to reduce the overall cost of electricity to enable the Department of Education to stay within its budget. Conservation efforts by the schools are greatly appreciated. Following are suggestions for energy conservation:
1. Remind occupants to shut-off the lights when leaving the rooms.
2. Limit food preparation and storage appliances (such as refrigerators, microwave ovens and coffee pots) to one of each type for the entire school staff. Use the smallest suitable appliances.
3. Limit water temperature in water heaters to 120 degrees Fahrenheit.
4. Limit the operations of authorized air conditioners to the warm hours of the days. Set the thermostats to 78 degrees Fahrenheit. Clean the air conditioner cooling coils and filters.
5. Shut-off air conditioners not authorized by the Department of Education.
6. Implement other energy conservation measures initiated by schools.
E. School electricity usage - For record purposes, the utility company will submit individual school electricity usage data to the Operations and Maintenance Section. The data will be reviewed for irregularities and discrepancies. Schools will be requested to assist in resolving any perceived irregularities and discrepancies. The schools' assistance on this matter will be appreciated.
