B. ALLOCATION PROPOSAL
WORKERS COMPENSATION, 23001
1. Purpose
To provide for the Department of Education Workers’ Compensation program. Funds to be used to minimize the economic losses to the DOE employees resulting from a work-related injury or illness by facilitating payments with minimum disputes or litigation.
2. Rationale for Allocation
Since July 1, 1997, the DOE was administratively delegated responsibility for management and payment of all workers’ compensation costs for DOE employees. The rationale for this transfer of responsibility from DLIR to the DOE was to effectively manage public moneys and to serve as an incentive to reduce increasing workers’ compensation costs.
The Workers’ Compensation (WC) program manages WC claims from the beginning when the injured employee first files a claim until that case is officially settled and closed.
3. Guidelines for Implementation
To facilitate benefit payments to DOE employees with WC claims.
Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide" and procurement law.
