B. ALLOCATION PROPOSAL
R.C. BYRD HONORS SCHOLARSHIPS FY03, 27489
1. Purpose
1. To provide federally funded Robert C. Byrd Honor Scholarships to approximately 112 academically outstanding students for undergraduate studies at a college or university. Each year 22-30 students are selected for this Scholarship.
2. Rationale for Allocation
Funds are allocated to the State Office, Student Support Section for implementation of the grant award.
3. Guidelines for Implementation
A. Applications are sent to all schools; completed applications returned; and processed.
B. A review committee composed of employees from the four Congressional Offices and DOE Educational Specialists review the applications and select 22-30 students for funding.
C. Students are selected according to the federal guidelines for the Robert C. Byrd Honors Scholarship Program and are renewable for three years. Applicants for this scholarship must meet the following criteria:
1) Be a United States citizen or national or permanent resident, and a legal resident of the State of Hawaii;
2) Be a graduate of a public or private secondary school or have passed the General Education Development (GED) test during the SY2001-2002 school year;
3) Have a cumulative grade-point average of 3.3 (on a 4.0 scale, grades 9-12) or an overall score of 60 points on the GED;
4) Have a minimum combined SAT score of 1270 and/or a composite ACT score of 29; and
5) Provide evidence of acceptance by an institution of higher education.
D. Scholarship letters are sent to the schools and families.
E. Funds are sent to the appropriate colleges/universities in August to assist with the students' postsecondary educational expenses.
F. Funds are to be expended in accordance with the guidelines found in the "FMS User Policy & Process Flow Guide," personnel rules and regulations, and procurement law.
4. Allocation of Resources
All funds remain at the State Office-Student Support Section; all funds are used for scholarships that are provided to the students through the Financial Aid Offices of their respective universities/colleges.
R.C. Byrd funds do not incur indirect costs per the federal regulations.
